General Information

Project: Global Voluntary Carbon Market (GVCM) / GVCM001 E1-2

Duty Station: HQ (Seoul, Republic of Korea) — in-office attendance of approximately 2–3 days per week is required, as agreed with the GVCM Unit.

Contract Duration: 5 months after contract

Number of Workdays Estimated (internal purpose only): 50 (10/month)

Consultant Level: Level 3

Total Fees: USD 12,500 (USD250*50days)

GGGI is looking for Individual Consultants to support the development and implementation of GVCM pilot projects across public sector, MDB-linked, and private sector project tracks, including projects linked to Korea's international mitigation cooperation initiatives (e.g., Article 6 bilateral cooperation program).

Project background

The Global Voluntary Carbon Market (GVCM) Unit supports the design and operationalization of a multilateral carbon crediting framework under which privately financed, voluntarily generated overseas mitigation outcomes are converted into credits issued by a trusted institution under credible international standards, and made tradable in a global carbon market aligned with Article 6 of the Paris Agreement. The Unit works closely with governments, international organizations, and private sector stakeholders to strengthen the environmental integrity, transparency, and international credibility of GVCM's crediting system, while supporting its institutional design, capacity building, and international engagement.

Objectives of the assignment

To achieve the project objectives, GGGI is looking for Individual Consultants (hereinafter referred to as "Consultant") to support the development and implementation of GVCM pilot projects across public sector, MDB-linked, and private sector project tracks, including projects linked to Korea's international mitigation cooperation initiatives (e.g., Article 6 bilateral cooperation program).

Each Consultant will be assigned to project(s) within one of these tracks and will support their development for carbon crediting — including project identification, stakeholder engagement, and preparation of the requirements for pilot crediting — as well as manage their progression, including schedule/milestone tracking and technical support for registration and implementation.

The consultants will work under the guidance of the Senior Officer within the GVCM unit and report to the Head of Unit. Two Consultants will be engaged under this assignment, each responsible for one of the following project tracks:

Consultant 1 (Public Sector and MDB-linked Projects): Supports GVCM pilot projects under government-led international mitigation cooperation programs and MDB partnerships, engaging host governments, the Government of Korea, and MDBs on Article 6 authorization, corresponding adjustment, and PACM/CDM-aligned registration.

Consultant 2 (Private Sector Projects): Supports GVCM pilot projects developed directly with private project developers and investors, focusing on financial structuring, bankability, and consistency with compliance and voluntary carbon market standards.

Deliverables

This is a daily rate-based contract. The Consultant is expected to deliver the following outputs over the course of the assignment:

Task 1: Project and PoA Screening, and Work Plan Development

Conduct technical and risk analysis of prospective projects and Programme of Activities (PoA) structures — including crediting approach, baseline/additionality, operational mechanism, and PoA-specific considerations (e.g., coordinating/managing entity arrangements, inclusion criteria for component project activities) — to assess their technical and strategic fit for selection as GVCM pilot projects.

Draw on comparable project and PoA case precedents (e.g., under CDM, PACM, Verra, Gold Standard) to inform screening judgments, risk assessment, and pipeline prioritization.

Develop and maintain detailed project work plans and step-by-step implementation roadmaps, establishing key milestones, dependencies, and risk checkpoints to proactively manage workflows and ensure structural alignment with GVCM guidelines.

Routinely track and update project timelines (e.g., weekly) to reflect actual progress, flagging critical bottlenecks, delays, or implementation risks to the GVCM Unit to support timely decision-making.

Task 2: Technical Support for Pilot Project Identification and Development

Conduct preliminary assessment of the assigned projects against GVCM standards and eligibility, methodology, and MRV requirements, and identify project-specific gaps.

Manage project/PoA progression through pre-registration activity cycle checkpoints (e.g., project information note, project design document, validation, registration), conducting checkpoint-level analysis to track readiness and flag risks at each stage.

Provide technical support to project proponents and counterparts (e.g., documentation, MRV readiness, baseline/additionality assessment, methodology application).

Support the review of structural and financial aspects of the assigned projects (e.g., financing structure, bankability considerations).

Support project proponents and host country counterparts in navigating host country authorization and Article 6 corresponding adjustment (CA) requirements relevant to the assigned project(s).

Support preparing and compiling project-level technical documentation (e.g., project design documents, monitoring plans), ensuring consistency with GVCM's developing standards, procedures, and guidelines.

Provide technical inputs during meetings with relevant stakeholders held during the identification and development stage.

Task 3: Technical and Coordination Support for Project Implementation

Coordinate and engage with project proponents and relevant stakeholders (host government, private companies, MDBs) throughout project implementation.

Manage project progression through post-registration activity cycle checkpoints (e.g., monitoring, verification, issuance) — including supporting project proponents in preparing monitoring reports and coordinating validation/verification processes during the crediting period — tracking status and flagging risks at each stage.

Support the organization of, and provide substantive support for, stakeholder events related to the GVCM initiative (e.g., COP31 High-Level Forum, UNFCCC GVCM stakeholder workshops).

Provide logistical and technical support for country missions and engagements, including pre-mission preparation and on-site/virtual support during visits to host and GVCM member countries; as required, this may include undertaking international travel for on-site technical support and country-level engagement on assigned projects (travel-related costs covered separately by GGGI, in addition to the consultancy fee).

Draft meeting minutes with stakeholders and prepare periodic progress updates on the assigned project(s) — including tracking follow-up actions and flagging implementation risks or issues — to inform GVCM Unit reporting and decision-making.

Expertise required

Qualifications

5+ years of professional experience in carbon market project development, MDB-financed project implementation, or public/private sector climate finance.

Working knowledge of carbon crediting mechanisms and standards relevant to the assigned track (e.g., PACM, CDM, or equivalent for public/MDBs projects; Verra VCS, Gold Standard, or equivalent for private sector projects), including familiarity with CORSIA eligibility criteria and the Integrity Council for the Voluntary Carbon Market (ICVCM)'s Core Carbon Principles (CCP).

Experience supporting project-level technical documentation, MRV, or registration processes is an advantage.

Experience developing or implementing mitigation projects in cooperation with host governments, MDBs, and/or the private sector, and experience with carbon credit issuance projects, is an advantage.

Administrative information

Applicants are requested to indicate in their cover letter the track for which they are applying - Track A (Public Sector/MDB-linked) or Track B (Private Sector). GGGI reserves the right to consider applications for either track, based on the candidate's qualifications and the Unit's organizational needs
