The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:
1. DESCRIPTION OF SERVICES
1.1. The Protestant Religious Education (RE) Coordinator, hereafter known as the Coordinator, is expected to demonstrate a familiarity with and a commitment to Protestant Christianity. The
Coordinator shall provide a comprehensive religious education program that is not detrimental to any faith group or denomination and is acceptable to a wide variety of Protestant Christians.
The Government will not exercise any supervision or control over the contract service providers performing the services herein.
2. SCOPE OF WORK
2.1. The Protestant RE Coordinator plans and conducts a comprehensive religious education program at Osan Air Base Chapel, Osan Air Base Chapel Annex or other location on Osan Air Base as designated by the Contract Representative.
3. COORDINATOR QUALIFICATIONS. The Protestant RE Coordinator shall:
3.1. Have documented and verifiable experience of at least one year working in an administrative office environment. Must have superior organization and planning skills.
3.2. Be experienced in a Protestant Religious Education Program. Experience as a Protestant
Religious Education Coordinator in a military chapel setting or as a Director of Christian
Education in a local Church is preferred.
3.3. Ability to function as a team member in a pluralistic environment working with chaplains, staff, coordinators, and volunteers from a variety of Protestant Christian backgrounds.
3.4. Possesses basic word-processing skills. Prefer experience in using Microsoft Publisher, PowerPoint and Excel.
3.5. Possess a basic working knowledge of Chapel Tithes and Offering Fund (CTOF) and appropriated funds budget process and procedures.
3.6. A federal background check shall be performed as the coordinator will have contact with individuals under the age of 18. This is directed by DoDI 1402.5, Criminal History Background Checks on Individuals in Child Care Services.
4. SPECIFIC TASKS. The Protestant RE Coordinator shall:
4.1. Develop and implement annual and weekly programs, goals, policies, and procedures for all religious education programs including children and adults. These programs include: Sunday school, Children’s church for each worship service, Vacation Bible School, Parent and teacher training, Bible studies and seasonal programs (Christmas and Easter programs). In coordination with the Contract Officer Representative or Senior Faith Group Chaplain, some program requirements, such as Vacation Bible School, may be fulfilled by identifying appropriate opportunities available in the local civilian community. These exceptions will be approved by the
Senior Faith Group Chaplain.
4.2. Perform weekly administrative tasks such as preparing publicity material, ordering curriculum and supplies, updating Protestant RE Coordinator continuity file, evaluating program effectiveness, and developing an RE annual calendar of events and RE budget. Protestant RE
Coordinator tracks monthly attendance and submits the attendance figures monthly to the Senior
Faith Group Chaplain or designee and provides metrics regarding the service of volunteers in the program to Chapel staff also on a monthly basis.
4.3. As necessary, submits all facility, funds, and material requests to the Contract Officer Representative or designee for coordination and processing. The Protestant RE Coordinator will follow unit procedures for the receipt and disbursement of funds and equipment.
4.4. Regularly inventories, stocks and maintains all RE materials furnished by the government for the program.
5. TIME/LOCATION/FREQUENCY OF SERVICES. The Protestant RE Coordinator shall:
5.1. Be present for a minimum of 2 hours for Religious Education on each RE Sunday from Sep– May at the Religious Education program facility. These worships services are between the hours of 1000 - 1300
5.2. Regularly attend one of the Sunday Protestant Chapel Worship services. Also provide regular presence with all other worship services (at least monthly).
5.3. Appropriately identify and advertise Vacation Bible School opportunities in the vicinity of the base.
5.4. Attend Protestant Staff meetings, Protestant RE Coordinator Committee meetings, and
Protestant Parish Advisory Council meetings as required by the Contract Representative or designee.
5.5. A schedule of weekday customer service hours (15 hours minimum per week) will quarterly be determined and approved in collaboration with the Contract Officer Representative or designee. The overall duties of the position may take longer to accomplish than the 15 hours of customer service.
6. PROGRAM REQUIREMENTS:
Additionally, the Protestant RE Coordinator must be familiar with appropriate Protestant RE resources such as books, references materials, resource videos, magazines, and crafts. All RE teaching materials must be approved by the Wing Chaplain through the Contract Officer Representative or designee prior to purchase. Coordinator will monitor all programs and be able to address any behavioral problems professionally.
7. RELATIONSHIP
7.1. The Coordinator shall work in conjunction with the Contract Representative or designee who will also monitor the compliance with the Performance work statement.
7.1. The Coordinator will ensure all Religious Education programs and activities are properly monitored.
8. ADMINISTRATIVE REQUIREMENTS:
8.1. The period of performance will be a base year with 4 one year options.
8.2. The Coordinator will be paid on a monthly basis; the amount not to exceed the amount appropriated for this service.
8.3. The Coordinator will submit a monthly invoice to the Contract Representative or the designated representative for certification for the purpose of payment in the Procurement Integrated Enterprise Environment system.
8.4. The Coordinator is self-employed and responsible to pay all taxes due, both State and Federal.
8.5. The Coordinator will provide the personal skills, training, and competency needed to meet all requirements contained in this PWS.
8.6. The Coordinator will provide any coordinator-specific supplies and equipment to include:
8.7. Personal transportation.
8.8. Coordinator preferred or specific office equipment or supplies
9. SUBSTITUTION:
9.1. The Coordinator personally performs the services or will cause them to be performed by a substitute of equal or higher proficiency, who must be approved by the Contracting Officer Representative and Deputy Wing Chaplain or designee. Except in emergency situations, the
Contract Representative or designee should be notified at least 14 days before such a substitution is necessary. The Government reserves the right to refuse the services of such a substitute if such substitute is deemed unqualified.
