OBJECTIVES OF THE PROGRAMME
As a centre of technical and scientific excellence, the WHO Centre for Environment and Health in the Western Pacific Region (“the Centre”) based in Seoul, the Republic of Korea, will contribute to the development of healthier and safer environments and strengthened community resilience to climate and environmental change for health and health equity for all people of the WHO Western Pacific Region.
The Centre’s objectives are to (1) strengthen the scientific information and evidence for policy-making on existing and emerging climate and environmental determinants of health, including adapting global norms and standards and monitoring trends in the Region; (2) assist Member States in developing and implementing policies to protect and promote health and well-being by addressing climate and environmental determinants of health across sectors; and (3) support Member States in developing and strengthening technical capacities and programmes, working with partners and stakeholders, including vulnerable populations, contributing to the implementation of the Sustainable Development Goals, the Western Pacific Regional Framework for Action on Health and Environment on a Changing Planet and WHO Global Strategy on Health, Environment and Climate Change.
DESCRIPTION OF DUTIES
1. Provide technical expertise and guide the Director and Head of Office on partnerships, innovative financing, artificial intelligence, organizational development and programme implementation.
2. Lead the development and implementation of strategic and cross-cutting initiatives and special projects related to health financing strategies, investment cases, innovative financing approaches, digital transformation and application of artificial intelligence to advance the Center’s priorities in climate, environment and health.
3. Lead and supervise a multidisciplinary team, fostering a collaborative, innovative and high-performing work environment, and ensuring effective delivery of strategic priorities.
4. Lead strategic analysis of existing and prospective partners, donors and financing mechanisms, identifying opportunities for strategic collaboration, domestic resource mobilization and innovative financing, and develop concept notes, funding proposals and partnership initiatives aligned with the Centre's strategic priorities.
5. Develop and maintain strategic relationships with Member States, including the Government of the Republic of Korea as the host country, bilateral and multilateral donors, international financial institutions, philanthropic organizations, United Nations entities, academic institutions and private-sector partners to strengthen collaboration, resource mobilization and implementation of the Centre's programme of work.
6. Lead the development of strategies for the engagement with ministries responsible for health, finance, environment, science and technology, digital transformation, planning and foreign affairs, as well as development partners and financial institutions, to identify opportunities for sustainable financing, policy dialogue and regional collaboration.
7. In collaboration with WHO headquarters and the Regional Office, guide the Head of Office in the negotiation and implementation of partnership agreements and financing arrangements, ensuring compliance with WHO legal, financial and operational requirements.
8. Lead the development of grant proposals, donor reports, investment cases and financing strategies; oversee the integration of financing considerations into programme planning and implementation and monitor financial performance and progress towards agreed programme objectives.
9. Develop policy briefs, strategic communications, briefing materials and advocacy products relating to strategic initiatives, artificial intelligence, health financing, strategic partnerships and resource mobilization.
10. Represent the Centre in regional and international meetings, negotiations and policy dialogues as required.
11. Oversee the Centre's information management systems relating to donor intelligence, financing opportunities, partnerships and resource mobilization activities.
REQUIRED QUALIFICATIONS
Education
Essential: Master’s degree in international relations, political science, social sciences, communications, marketing, management, financial management, business or public administration
Desirable: Qualifications or training in external relations, communication, resource mobilization, partnership development, health financing, health economics, donor intelligence, proposal writing, programme management, financial management or business administration.

Experience
Essential: At least seven years of relevant experience in health and climate financing, external relations, strategic partnerships, resource mobilization, grants management or related fields. Demonstrated achievements in resource mobilization, partnership development or financing initiatives.
Desirable: Prior work experience with WHO, the United Nations system or other international organizations.
Demonstrated experience in establishing and managing strategic partnerships with major climate and/or public health donors, the Government of the Republic of Korea, the national and local government institutions, as well as bilateral and multilateral donors, international financial institutions, philanthropic organizations and other development partners. Experience working with the Ministry of Climate, Energy and Environment, Seoul Metropolitan Government or other relevant Korean government institutions would be an asset.

- Demonstrated ability to provide guidance to senior leadership and manage complex organizational initiatives.
- Strong understanding of donor funding modalities, grant management and partnership agreements.
- Excellent negotiation, diplomacy and stakeholder engagement skills, with the ability to represent WHO at senior levels.
- Excellent written and verbal communication skills, including drafting high-level briefing materials, policy papers and strategic documents.
- Ability to lead multidisciplinary teams and manage complex strategic programmes, partnership portfolios and organizational change initiatives.

REMUNERATION
Remuneration comprises an annual base salary starting at KRW 134854000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
